Hoeven to Speak at Project Partnership Agreement Signing for Fargo-Moorhead Flood Risk Management Project
Senator John Hoeven will be in Fargo on Monday, July 11, to deliver remarks during the Fargo-Moorhead Diversion Project Partnership Agreement (PPA) signing ceremony. The signing marks the beginning of the construction phase of the U.S. Army Corps of Engineers’ Fargo-Moorhead Metropolitan Area Flood Risk Management Project, which includes building a 30-mile diversion channel that will direct floodwater around the Fargo-Moorhead metropolitan area. The project will reduce flood risk for more than 225,000 people and 70 square miles of infrastructure.
As a member of the Appropriations Committee, Senator Hoeven wrote and secured language in the year-end funding bill authorizing and funding new construction within the U.S. Army Corps of Engineers’ budget. It included nearly $690 million more than the Army Corps of Engineers’ proposed budget for construction, and also helped to position the FM Diversion as a public-private partnership (P3) project.
Hoeven also secured support for the project by working with Jo-Ellen Darcy, Assistant Secretary of the Army for Civil Works, then-Army Corps Chief of Engineers Lt. Gen. Thomas P. Bostick and Office of Management and Budget (OMB) Director Shaun Donovan. Last year, Hoeven hosted Lt. Gen. Bostick in North Dakota to show him firsthand the importance of permanent flood control for the Red River Valley.
