Hoeven: President Trump Signs Executive Orders to Unleash U.S. Energy Potential, Withdraw from Paris Climate Accords

WASHINGTON – Senator John Hoeven issued the following statement after President Donald Trump signed executive orders to bolster development of U.S. domestic energy resources and energy infrastructure, as well as withdraw the U.S. from the Paris Climate Accords. This aligns with Hoeven’s ongoing efforts to take the handcuffs off U.S. energy production, supporting the nation’s economic and national security, while bringing down inflation to benefit American households and businesses. Specifically, the executive orders:

  • Impose a freeze on new federal regulations until pending rulemaking is reviewed by the Trump administration.
  • Direct all federal agencies to identify and eliminate regulations that burden energy and critical mineral production.
  • Seek to streamline the federal permitting process for pipelines and other infrastructure needed to get energy to market.
  • Rescind de facto electric vehicle (EV) mandates imposed by the Biden administration.

          “President Trump rightly recognizes the strength of American innovation, where we have proven, particularly in North Dakota, that you can produce more energy while maintaining the best environmental standards in the world,” said Senator Hoeven. “Instead of imposing costly rules, regulations and international agreements that put an unfair burden on the American people, we will work with the Trump administration to unleash U.S. energy potential, while using the latest, greatest technology to improve environmental stewardship. That’s the right course for our country.”

          Hoeven continues working as a member of the Senate Energy and Natural Resources Committee to promptly secure confirmation of key nominations within the Trump administration, including the nomination of Governor Doug Burgum as Interior Secretary and head of the National Energy Council, to begin rolling back the burdensome and costly regulations imposed by the Biden administration on U.S. energy production. In particular, Hoeven has worked to repeal policies that:

  • Target natural gas and coal-fired electric, including the:
    • Methane Rule & Natural Gas Tax.
    • Mercury and Air Toxics Standards (MATS) Rule.
    • Clean Power Plan 2.0.
    • Water Discharge Rule.
    • Coal Ash Rule.
  • Restrict access to, and increase the cost of developing, taxpayer-owned lands and resources, like the:
    • Public Lands Rule.
    • Bureau of Land Management’s (BLM) Updated Resource Management Plan (RMP) for North Dakota.
    • BLM Onshore Oil and Gas Rule.
    • BLM Venting and Flaring Rule.
